The committee met in Hartford, Connecticut, and developed a series of recommendation documents. The documents represent the consensus opinion of a multidisciplinary committee involving medical groups, the military, the National Security Council, the Department of Homeland Security, the FBI, law enforcement, fire, and emergency medical services. These recommendations are known as the Hartford Consensus. The overarching principle of the Hartford Consensus is that no one should die from uncontrolled bleeding.
